Domestic registration of birth outside the territory of Hungary
According to Hungarian Law, a child born to a Hungarian citizen automatically acquires Hungarian citizenship at birth, regardless of the location of birth. As a legal requirement, births that occur abroad must also be registered in Hungary.
Within the Arab Republic of Egypt, the registration of a foreign birth in Hungary can only be initiated through the consular office of the Hungarian Embassy in Cairo. Please note that this service is not available at the honorary consulates in Alexandria or Khartoum ( Sudan).
The consular district of the Hungarian Embassy in Cairo covers the following countries: Egypt, Sudan, South Sudan and Eritrea.
The Embassy of Hungary in Cairo can only perform diplomatic legalization for the countries listed above (except for Egypt, where this is not required under a bilateral agreement), the processing time of which depends on whether our office has a specimen signature and seal in the given relationship.
The application can also be submitted in Hungary:
• At any local civil registry office,
• At the Budapest Metropolitan Government Office (Budapest Főváros Kormányhivatala) (only during the designated customer reception hours of the Domestic Civil Registry Office 2),
• at any government window. (Kormányablak)
Please note that the procedure described below applies to submission at the Consular Section of the Embassy of Hungary in Cairo.

Requests available along with the birth registration in Hungary: • Making a paternity acknowledgment statement • Marriage registration in Hungary • Submitting a passport request for a child under 6 years of age • Registration of marriage in Hungary + submission of passport application for children under 6 years of age Or Making a paternity declaration + submitting a passport application under 6 years of age Application submission at a consular office The application can only be submitted in person, based on a pre-booked appointment. Both parents must be present when the application is submitted. The procedure takes at least one to two months after the application is submitted. There is no possibility of an emergency procedure. When applying, please consider the above-mentioned period. In the case of children below 6, born abroad, if the passport request is submitted at the same time as the application for registration of birth, the passport takes about 5-8 weeks to arrive. We do not recommend making any airline bookings based on this information since the above procedure time could be extended, especially in cases of incomplete applications. We would like to draw your attention to the fact that during registration, the child's name may differ from the one indicated on the form, due to Hungarian naming rules. In Hungarian civil registration practice, regulations govern the naming conventions for the individual being registered, specifying guidelines for family name and surname. During administration, we inform our clients about the use of names that differ from Hungarian legislation, and if necessary, we find corrective measures with the applicants. We would like to point out that choosing a name that differs from Hungarian name usage regulations is only permitted based on proven foreign citizenship. This requires the presentation of a valid foreign passport or a certificate of citizenship issued by a foreign authority. <>1.https://www.offi.hu/). In this case, the foreign documents must also be legalized with a diplomatic authentication.
Marriage Certificate or Paternity Acknowledgment Statement
a.) Hungarian Marriage Certificate
If the parents were married in Hungary, or if their marriage has already been registered in Hungary.
b.) Full Paternity Acknowledgment Statement
If the parents are not married, or if they married after the birth of the child, a full paternity acknowledgment statement is required at the embassy prior to the registration of the birth. For a child born to unmarried parents, we can only accept a request for domestic registration of the birth if the paternity acknowledgment statement has already been made, and there is a record of it available, or if the paternity acknowledgment statement is made at the same time as the request for domestic registration of the birth.
We remind our clients that, according to Hungarian law, an acknowledgement of paternity can only be made in cases where there is a presumption of paternity.
"c.) Foreign marriage certificate along with the application for the registration of the marriage in Hungary
If the domestic registration of the marriage contracted abroad has not yet taken place, this should also be requested (see the registration of marriage in Hungary).
A fully completed form (‘form for the registration of birth in Hungary’)
Please fill out the form (available at the bottom of the page ), in accordance with the rules of the Hungarian language (name: 1. family name, 2. given name; date: year, month, day; use of diacritics, etc.) in printed letters (with a blue pen). We kindly ask you to sign the forms only in the presence of the embassy officials."
"Proof of Parents' Citizenship
Valid passports or identity cards. Kindly note that copies will not be accepted for identification purposes. ATTENTION! Please note that since Hungarian administration uses Latin letters, we do not accept Egyptian identity cards that are exclusively in Arabic, even with a translation."
Proof of Citizenship of Hungarian Citizen Parent(s)
Please note that the domestic registration of a child's birth over the age of 6 can only be carried out at the embassy if the Hungarian citizen parent had a valid Hungarian passport or identity card at the time of the child's birth when submitting the application for registration. If both parents are Hungarian citizens, at least one of them must have a valid Hungarian passport or identity card that was valid at the time of the child's birth. If neither parent has a Hungarian passport or identity card that meets the above requirement, an examination of the child's citizenship may be necessary before the registration of the birth."
Proof of Citizenship of a non- Hungarian Parent
In the case of a parent who is a foreign citizen, in addition to proving identity, proof of citizenship is also required (e.g., a valid passport). If the foreign citizen parent cannot present their valid foreign passport at the time of the child's birth, the Hungarian birth certificate will indicate "unknown" citizenship. ATTENTION! Please note that since Hungarian administration uses Latin letters, we do not accept Egyptian identity cards that are exclusively in Arabic, even with a translation.
Application for Registration in the Personal Data and Address Register
- Registration of the Child as a Hungarian Citizen Living Abroad
This option is applicable if the parents or the Hungarian citizen parent has already declared their permanent residence abroad.
If the parents (or one of them) are listed as Hungarian citizens living abroad in the Hungarian personal data and address register (with "foreign address" on the address card), it is possible to request the registration of the child as a Hungarian citizen living abroad. In this case, the "Application for Registration as a Hungarian Citizen Living Abroad" form must be filled out, which can be downloaded from the bottom of the page. A copy of at least one parent's address card containing a foreign address must be attached, which will be returned after being presented. If the address card is not available, a declaration written by the parent(s) stating that the address card is not available must be attached.
b.) Registration of the Child as a Hungarian Citizen Living in Hungary
This option can be chosen if the parents and the Hungarian citizen parent have not declared their permanent residence abroad, that is, they are registered at a Hungarian address. If the parents are considered Hungarian citizens living in Hungary, then the "Application for Registration as a Hungarian Citizen Living in Hungary" form must be filled out. This document can be downloaded from our website. A copy of at least one parent's Hungarian address card indicating a Hungarian address must be attached. Instead of the address card, a copy of the Hungarian property deed or rental agreement proving the Hungarian parent's residence could also be attached. If none of the listed documents is available, a declaration written by the parent(s) stating this fact must be attached.
Instructions for Filling Out the "Application for Registration as a Hungarian Citizen Living in Hungary" Form:
• The form must be filled out with the child's information, with the signature of both parents
• The child's residence in Hungary cannot differ from that of the parents’
• If both parents have a Hungarian address, the child's address will be the address of one parent according to their choice;
• In section II, the data of the host (name, capacity, address, and signature) must be filled out;
• In section II, the host is the parent who provided the Hungarian address information for registration.

c.) If both parents are Hungarian citizens and one of them has declared their foreign residence (meaning they are registered as a Hungarian citizen living abroad), while the other parent has not, the parents may choose to request registration according to point a.) or b.).
Original Address Card of the Hungarian Citizen Parent
At the time of application, the Hungarian citizen parent must present their address card in original form.
Consular Fee
The registration procedure is free of charge. Payment is only necessary if a declaration of paternity is required (if the child’s parents are not married), and if an application for a passport is submitted simultaneously with the request for birth registration. The costs for the declaration of paternity and the passport application can be found in the fee schedule.
Applying for a Passport for a Newborn
A Hungarian citizen parent can apply for a passport for their child under 6 years of age simultaneously with the registration of the birth, and there is no need for a separate citizenship investigation. For the passport application for a child under six, the declarations available for download at the bottom of the page must also be filled out in advance and brought along. The declarations must be signed by the (one) Hungarian citizen parent.

Online appointment booking is possible at https://konzinfoidopont.mfa.gov.hu.
We would like to emphasize that the booking system only allows the entry of one person for the number of individuals. This applies to the registration of the birth of one child. For multiple children, separate appointments must be booked, always in the name/data of the respective child.

Submitting an application in Hungary through an authorized representative
An authorized representative can also submit the birth registration application in Hungary. This is true even if only the child's birth needs to be registered (because there is a Hungarian marriage certificate), as well as when both the birth and the marriage of the parents, which took place abroad, need to be registered. In all cases, it is necessary to inquire about the possibility of submission and the exact content of the authorization in advance from the registrar at the intended place of submission!
